Vision and Mission

The Conservation of Biodiversity has always been a matter of concern in India and the Biological Diversity Act 2002 also attempts the same in a structured manner.

 

The key purpose of the Board is to facilitate constitution of Biodiversity Management Committees (BMCs) at every local body namely, the Gram Panchayat, Taluk Panchayat and Zilla Panchayat, municipality and corporation and also to aid in documentation of People’s Biodiversity Registers (PBRs). PBRs shall include the list of habitats, land races, folk varieties and cultivars, domesticated stocks and breeds of animals and microorganisms and chronicling of knowledge relating to biological diversity. These PBRs will provide a gateway to the BMCs to understand the kind of biological resources available in the area which empowers the BMCs to levy charges by way of collection fees from any person for accessing or collecting any biological resource for commercial purposes from areas falling within their territorial jurisdiction.

 

For operationalization of BMCs, a startup fund will be made available to the BMCs, the Local Biodiversity Fund (LBF), by way of grants or loans such sums of money as the State Government may deem fit, to be used for conservation and promotion of biodiversity in the areas falling within the jurisdiction of the concerned local body and for the benefit of the community in so far such use is consistent with conservation of biodiversity.

 

The Biological Diversity Act, 2002 provides an opportunity to implement the concept of Benefit Sharing, popularly referred to as ‘ABS’, across the entire spectrum of Bioresources, the basic framework of which has already been provided by the National Biodiversity Authority in the guidelines issued on 21st November 2014. However, as the concept is relatively new, the whole dynamics relating to ABS which includes cultivation/harvesting practices, trade links and marketing mechanism has to be fully understood for the implementation of the concept. The Board is trying to achieve the three objectives of its Act in its entirety.​
